
From 30 June 2025 to 30 June 2026, a procedure will be piloted to simplify the registration of Azerbaijani, Armenian, Kazakh, Kyrgyz, Tajik, and Uzbek nationals as well as citizens of other countries with visa-free entryat the Russian border.
The new procedure provides for preliminary registration in the Unified Identification and Authentication System with an option to submit an entry application through the ruID mobile app. The app will enable visa-exempt foreigners to fill in their applications electronically prior to arrival in the Russian Federation.

- does not constitute a modification of the visa-free regime
- is voluntary and shall not be treated as a reason to deny boarding.
The app will provide foreigners with additional benefits, including online access to government services in the Russian Federation, registration of a local SIM card, payment of fines and other charges.
According to the new regulations, the entry application shall be submitted no earlier than 90 days and no later than 72 hours prior to the trip. In exceptional cases such as the death or disease of a relative, the document may be obtained within four hours subject to the provision of documentary evidence. The application shall specify the country of departure, purpose and date of the travel, Russian regions to be visited, and details of children if they travel with the applicant.
